The US had a past... altercation with Cuba known as the 'Cuban Missile Crisis.' It is also a small country that does not have a large say in international politics.

China is a member of the United Nations Security Council. As such, it is almost forced that the members be 'cordial' to one another. In addition, if the US wanted to get anything through the UNSC, it would need to have the support of China (among others). If an embargo were in place with China, that would be extremely difficult to reach an agreement with the Chinese.
Even now, with the US supporting Taiwan, there have been incidents involving Chinese denial of port to US military vessels looking to avoid a serious storm. Or, denial of docking of a carrier group, only allowing them to dock when they were leaving.
Finally, so many trade ties have been created with China that it is impossible to break without a serious reorganization of the economy (or serious breakdown).

I'm not sure of the answer from our earlier failure to do this, but now? The answer is simple.

Bush borrowed billions from the Chinese for his war, and if China calls in our debt we're screwed, to put it nicely. That's why we're not squawking louder about bad child products and tainted food. That's why, at least for now, this country will not even entertain the thought of embargo on China. I imagine even an alien being would have no trouble understanding the meaning of the phrase "they had us by the b*lls."

Because.. we do not owe billions and trillions of dollars to Cuba? I don't know how the UFP's handles an economy w/o money, but you would have to read up on that too. It's a fiat cash system anyway, and when you figure out that the dollar isn't worth much more than the paper it's printed on, you will come up with another question.

Cuba pissed us off... but they dont have THAT much to offer us. China might not trust us, but theres a GREAT deal of money exchanging hands... why cut that off?
