I always like Indianapolis. Friendly people, very affordable homes, nice shopping and restaurants. There are a lot of conventions held there, so there are jobs in the service industry in hotels, and it feels safe and easy to get around, I think. You should get Indianapolis magazine for a few months and read it and see if it appeals to you, and then visit there for a week and see what you think of it. There's also a really useful book called Places Rated Almanac that compares all the American cities on every thing you can think of, like the economy, housing, jobs, weather. Read that and see what places you like, and then check them out in person.

Hehehe.....your first issue nearly eliminates the entire Midwest. Where DO you expect to find a place to live in the Midwest where it does not get cold ?

The others are correct. Head for the south or southwest.

I would say that all places in the midwest are cold. For 2,3 and 5 try milwaukee, i'm afraid that crime rate is going up there.

Maybe madison, wi. Not too much crime there. But I can't think of a place in the midwest where its not cold.

There's a lot of traffic too. Every place in the midwest has cold winters. Move to the south or southwest.

If you want to stay in Illinois check out Champaign-Urbana. Small enough to have little traffic, but because of the University of Illinois community, it is very diverse, has lots of entertainment and great resaturants. The climate is slightly warmer and if you really want to go to a big city, it is only a couple of hours from Chicago.
