Mod Podge is the name of the glue for decoupage.
Where to get it in Singapore? I haven't a clue, but here are some listings of Art Goods Retailers http://www.newasia-singapore.com/yellowpages/art_and_culture/art_goods_retail.html
If your project isn't going to be subjected to the weather or wetness you can make a similar product by using 2 parts white glue to 1 part water. I use this with my kids all the time. Remember it is water soluble.

ModPodge is just one brand of "decoupge medium."
It's probably the oldest one, but is more problematic with later humidity than Royal Coat, for example, which is another brand.

Other materials can be used as decoupage "mediums" though since all you need is something that's liquid, adhesive, and dries clear and permanent.

As mentioned, just a common "white glue" (permanent, not "washable glue") that's been thinned down works well, but you can also use things like clear (usually glossy, and acrylic) sealers intended for bare wood from a hardware store, or even acrylic mediums intended for acrylic paints (but those aren't as resistant to scratching as some of the others).
Also, all those things are acrylics so they're water-soluble as long as they're wet, but *not* after they've dried (although as I mentioned, some are a little less water resistant if exposed to a lot of water or humidity after drying than others are).

Whichever you use, be sure and let each coat of finish dry *thoroughly* before applying a next coat for the best results.

To correct the last answer...it's called MOD PODGE and available in craft stores. You could order it online if you can't find it in Singapore.
