Pakistan is located right next to Afghanistan. When the US attacked Afghanistan the Taliban fled across the border to rural Pakistan.
Among the very poor Pakistanis who live in rural areas--most of Pakistan is rural-- the Taliban are quite popular.
The Taliban builds religious schools. (They do this all over the world in very poor places that governments want nothing to do with.)
The Pakistani government does not support the Taliban. However, no leader wants to alienate the 20% of the population that are muslum fundementalists. Look at how American politicians suck-up to Christian fundementalists.
Also, there is a rift in Pakistan between the military / intelligence which does have deep Taliban sympathies and the civilian government which does not like the Taliban.
Pakistan tolerates the Taliban to keep some sense of loyalty with it's very poor, rural population.

They don't.
Osama has been in those northern provinces since 1980 and he likely knows the roads better than the Pakistanis.
The Pakistani army has been fighting al Qaida as our primary ally in that area since 2002, and they have spilled a lot of their blood. We owe them big time!
Recently, al Qaida has been hitting Pakistan hard, and that doesn't help them become friends over night, now, does it?
