There is no logic in that statement. If she won't approach me, then wouldn't it be a good idea to approach her. Maybe she is just too shy and wants to man to come to her.

That statement is a cop-out for someone too scared to approach someone but not willing to take responsibility for their fear.

It's sour grapes. Remember the fable? The fox couldn't get the grapes. He gave up and decided they were probably sour.
Same thing with relationships. If another person won't respond, or won't approach then people justify themselves by finding fault. with that person.
After all, if it's their fault, then it can't be mine.

if she is not willing to be honest after a period of time of closeness and the unwillingness continues then she may well be not worth the effort, or not. depends.
