Nowadays, the Queen has only the right to advise and to counsel. That is more power than you realize, and she is still for all intents and purposes the Head of State. The Prime Minister is Head of Government, so the authority is definitely rested in the Government, and that goes to the Prime Minister.

Official power lies in the hand of the PM. The Queen's political speeches are written by the Prime Minister (in the House of Commons). However, the Queen has enormous influence on British culture. Yes, she is a figurehead, but royalty plays a large role in the UK still.
