If you right click on the image and start to save it, you will find it a GIF image. GIF has a built in capability to animate images, you just need to collect the images in a program that assembles them for animation. The flashing panels are just pure color images.
I suppose one of the programs on line will do it, but I use Photo Shop Pro and it has an animation accessory on the File menu choice.
