specifically, if the potato skins were thrown in a drain with the disposal on - would it clog the drain?

Yes, it can clog the drain. One way around that is to make sure the water is running, turn on the disposal and feed the skins SLOWLY into the drain. Give it enough time to grind it up and let the water wash it down the drain. Stuffing the skins in will clog it very quickly. I hope this helps.

The biggest reason that clogs occur when using a garbage disposer is because not enough water is used to flush the crap on thru the pipes. Another biggy is coffee grounds.
