This question is like saying "Is wikipedia alright to use for research essays?" . . . So no, it's not safe to download from . . .

I've seen some borderline rogue software available for download there. While they can guarantee their downloads to be free from malware, they can't guarantee that you won't be mad as hell about the POS that you downloaded from there, because they generally only print the vendors' review; softpedia rarely does its own review of the software they offer.

I've found majorgeeks.com and snapfiles.com to be the most trustworthy and least likely to allow garbage to sneak through. You won't find scareware like xoftspy or any of its kind at either majorgeeks or snapfiles.

Yes and No. You should make sure the program is legitimate first. As there are reports of bad downloads. I recommend using download.com instead though.

No download site, is responsible for the software that you download from their webpage. The responsibility rest with you to download & save, then scan for viruses, spyware and Microsoft does not recommend that you install software that has not valid Lic., or name of publisher.

The answer is yes and no to every site. (Even http://www.download.com has software that has no valid Lic., or name of publisher.
