And that would include not letting the callers know that they are being recorded. I work in a switchboard at a hospital in Florida and a few of us wonder if our boss is listening in. I want to know if that can be done without us knowing. Any help given is appreciated.

It is illegal in Florida. If it is happening, he is breaking both state and federal laws.

Two party consent states

Twelve states currently require that BOTH or ALL parties consent to the recording and/or listening. These states are:

Connecticut
Florida
Illinois
Maryland
Massachusetts
Michigan
Montana
Nevada

There is a recording that plays when you use the phone that tells you the call is recorded for quality assurance. Without letting the individual know its being recorded, I'm fairly sure its illegal.
