Katrina's damage was caused by the negligence of the US Army Corps of Engineers, who have the legal obligation to maintain the flood control structures (such as levees) in order near all navigable waterways and their major tributaries. (One of the 1970's "Waterways" acts.) They didn't do a good job of it. So the feds are trying to make up for the problem in various ways.
