Because high in the atmosphere there are ice crystals floating in the sky that refract the light reflected by the moon. This produces a colored circle around the moon, sometimes is violet, sometimes greenish-reddish, and this is called a "lunar corona" or a "lunar halo".

Rings around the Moon are caused by ice crystals in the upper atmosphere, usually associated with Cirrus clouds. Folk lore says it foretells rain. It is a local phenomenon caused by local weather conditions, kind of like a rainbow. I just went outside and looked and there is no ring in Austin, Texas. My sky is totally clear with no clouds.

I'm in McAllen, Texas and I saw the ring around the moon as well. This occurs when there are ice crystals in the atmosphere they refract. You can probably relate this to a rainbow.

this is because the moon's light reflects off ice crystals in the upper atmosphere. This usually happens at the beginning of a storm because there are more ice crystals in the atmosphere when a storm is coming. doesn't it look weird?

I'm in MN and it's cloudy, but no ring. Once in CA I saw a double ring, probably caused by 2 layers of clouds.

If it's a night of the new moon, the moon would not appear to the naked eye, so I might not be able to see it [depending on day & location].
If it's a night of the full moon, I might be able to see this "ring".
