It seems the steps are always slower than the hand rail. Surely with all the technology available they could accomplish this!

I don't know where you are, but all the escalators I've ridden on work just fine.

sure they could, all it takes is to co-ordinate the speed of the steps with the handrails and it's all in the handrail gearing.
