I do believe that it was after the President - Herbert Hoover. The President did not accept any pay for his term in office, but due to the stock market crash and people starving all over the country, was very much disliked.

The President who started the New Deal programs, including the Hoover dam was actually Franklin Delano Roosevelt, who served four terms and put America back on the map.
