would they have insurance? or a licence? would the car have an MOT? would the ashtrays be full? would the oil need changing? is the exhaust blowing? is the ABS warning light glowing?

Of course they do! They want to make sure they arrive alive & on time so they can complete the will of Allah (their mission) and blow themselves up to take out as many infidels as they possibly can. If they didn't wear a seatbelt, they may die in a car accident on the way to their job.

They have passive seatbelts to get the discount on their auto insurance. Very strict about that.

No I don't think so. A seatbelt isn't going to do you much good when you've got a bomb strapped on to your chest.
