cycling means you pay the cycling cost then discard this card and draw another. If it is forestcycling then instead of drawing a card you search your library for a forest, reveal it and put it in your hand. Same is true for swampcycle, mountaincycle, plainscycle, islandcycle, slivercycle, wizardcycle. Get the idea? What ever word is in front of cycling means search your library for that kind of card, reveal it and put it in your hand.

Additional note: Yes you can cycle at any time you could play an instant. But you can NOT cycle or play an instant that has been choosen to be discarded already. You would have to play the instant or cycle before the player chooses which card is discarded. The only way a card that is being discarded can be played is if it has Madness, and the card still counts as being discards (important if Megrim is in play).

Additionally you can cycle anytime you could play an instant. And since it is an ability, it can't be countered as a spell.

I don't know if you can cycle a card, your opponent choose from your hand you'll have to discard. Such as Coercion from the Expulsion theme deck.
