Sure you can. Vietnam started during Eisenhower's presidency and didn't end until Ford's! That means there were 5 presidents during that war:

There's nothing actually in the constitution that stops it...its just probably not a very wise idea. Leadership during wartime needs to consistent if its to be successful.

Well, America didn't do it with Lincoln, and didn't do it with Wilson, and didn't do it with Roosevelt.
However, we did do it in a sense with Truman in Korea (electing a Republican), and did do it in a sense with Johnson (declined to run for office and replaced by Republican). So it's certainly possible.
It always seemed like we won the war in Iraq in the military sense; it's the occupation afterwards that is giving us such trouble.
