Windows System Error- There has been an IP conflict in the network.

What does this mean/how do i fix it?

I have windows xp home edition SP2 all updates.

You need to call your IP engineer or tech., to advise them of this problem. You are assigned an IP address by your provider. So if there is a conflict the problem is with your IP service. And not with your PC.

Have you set your DHCP setting to be gained automatically? If you have, turn off all computers & your modem/router for a couple of minutes then try again.
