Because he's in a different state, i can't get a hold of him. I call every day. Very shady behavior and unlike him. I don't understand. Can I show up and drive away my car?

Who knows? You are in one state, he's in another and you don't tell us the names of either state.

So, who knows what the law would be there?

If it is in an attended storage area, you would need to get past the person running the area. If there is a lien, he is probably aware of it. The car may not be in drivable condition at this time.
