As you can see SA, Sri Lanka and India are actually tied. But note SA and India have played an extra match compared to Sri Lanka. Playing more matches can bring the average down, esp against top teams. In anycase I would rate Aus as #1 based on their performance, but would consider the next 3 teams on par. This is also in consonance with the ICC ratings.
