I didn't really try hard in school. I have a culminative GPA of 2.3. I'm heading towards the end of the first semester of my junior year.

Now, if I get a 4.0 next semester coming up, and 4.0 in my senior first semester, can I get into Maryland? This year I take AP World History, AP English, Precal, Physics, Hon Chem, Philosophy. In my senior year I'm planning to take AP US History, AP European history, AP Human Geography, Latin American History, African American History, History of MIddle East, and Medieval History. I will take AP Eng and AP stat the preceding summer. Can I get into Maryland with this, if I get 4.0?

Since you still have two years left -- there is probably enough time to improve enough to get into a decent school.

You really need to buckle down & do well though. Because if you continue on as you are -- there is no way you will get into Maryland.
