on the side where it latches there's a release you have to use a screwdriver do one side at a time im thinking you have to push down on it been a while since i had this problem

Look at the inside of the tailgate. There's often an access panel that you can remove to get at the latch mechanism. Try opening that, and then look to see what's not moving when you lift the latch. If nothing moves, try some spray-on lubrication.

Take the handle off and pull the rods that move the latches. You will need to inspect the handle mechanism to see what's broken and why it doesn't pull the rods, it may just be rust or a loose retainer clip.
