Theres nowhere to aim gutters, the houses were built too close together 'back in the day.' The previous owners illegally routed a downspout into the sewer line, going straight through the foundation. Its now leaking inside the wall. I don't have much money to pay the pros and there is not a whole bunch of options here, it's driving me crazy. Any suggestions would be appreciated.

remove the down spout fill the hole in foundation with cement, reinstall another down spout leading away from the house,

Back in the day, it was very common practice to route rain water into the sewer lines. I'd suggest that you snake out the line going into the sewer and re-attach the drain. Back to the past is ok, because it's kind of a grandfather clause sort of issue. You should be good to go if you seal it properly.

Same answer above , allot of city ordinances decided to go against those mainly because those pipes breaking and leaking by your foundation.Best thing to do is either cement it or put a plug in it and reroute the gutters, you can also use a splash block to deter the water from draining right next to your foundation.There are also longer flexible plastic run offs that can be inserted or riveted into your elbow to run away from the house.

First of all, you can easily back fill those "boot drains" with dirt and cap them off with 6 inches off cement. Direct your downspouts parallel to your house and get one of those elbows that are hinged. Add a 6 ft section to the end facing in the direction of your street. This will force the water away from your house and allow you the ability to "fold" the bottom 6 ft section up when its time to mow.
