You can break the lease if the place is inhabitable and sounds like it is. Check the clauses in your lease and then talk to a legal expert.

I would invest a little money in a video camera to catch such goings on to prosecute them.

Write a letter to the owner of the property. I`m sure he would be happy to know what his apartment managers are not doing there job.
Be sure to write down every incident. Keep a log on all phone calls to the cops and to the managers office.
Then write one last letter in an attempt for something to be done about the behavior of the bellow tenant.
If nothing has been done to solve this problem sue them for your moving costs, first months rents, the manager may face criminal charges as well in the assitance of a possiable assalt upon you to cause bodily harm from the below neighbor.

Do you have a video camera? Take video of everything they are doing. Keep copies of every letter you write to the landlord about the neighbor's behavior. (Phone calls are hard to prove.) Document every phone call to the police, though. They keep records of those. Video yourself calling the police while they are banging on your door and whatever else they are doing to harrass you. Then find another place to move to. When the sucky landlord tries to sue you for rent, take the video to court with you. No judge in the world is going to side with the landlord if this is going on and he/she did nothing to stop it.

So, let me see. Completely randomly, they just selected your apartment door out of all of the apartments that were available, to try to kick your door in and beat you up?

Sorry, not buying your story.

If you don't want to get into a major conflict with the neighbors, then stop stirring up a hornet's nest.

Keep to yourself.
