Yes, if the temperature is below 28°F (- 3°C). If the wind chill is cold enough, tears will even freeze on your eyelashes.

The tears won't freeze if you cried in the snow not unless you'll stocked there for a long period of time with the -15 to -30 degrees.; your face will freeze there.Tears are warm/hot that's why it won't freeze in if you cried in the snow with just a temperature of -5 and in just a little time.

I think either it would have to be REALLY cold or you would have to stand there for a long time. Because tears are moving so it's harder for moving things to freeze...not to mention they are on your cheeks which are like 98.6 degrees.
