No, I don't think so. He was a paranoid goose (probably because he got blackmailed for being a transvestite), put thousands of spies amongst Americans and illegally wiretapped many innocent people/autherized burglaries through the FBI, he ballsed up the JFK enquiry, frequently fired FBI agents by singling out those who he thought "looked stupid like truck drivers", and I have NO love for anyone who enforces alcohol prohibition! lol

A complete git in other words, who set about transforming U.S. law enforcement in to the all-powerful, all-seeing police state it's become now. He certainly would have fitted well in a dictatorship!

He spent a lot of time chasing leftists whose politics he disagreed with, and depriving them of their rights under the Constitution.

He spent a lot of time victimizing homosexuals and drag queens, while he himself was secretly both.

For most of his career he pretended that there was no such thing as the Mafia, and even after he admitted it exists he didn't do much about them.

He was racist, and also hated people from Italy, France and Latin America. And he let those feelings influence his work. At the same time as he pretended publicly that there was no such thing as the Mafia, he was refusing to hire Italian Americans because he suspected they were -all in the Mafia!

He collected a huge library of embarrassing things about politicians, and used it to blackmail them for more money and power for the FBI.

He and his boss Harry J. Anslinger were instrumental in setting up the first laws that attacked marijuana smokers, and in anti-alcohol Prohibition.

He was a fake and a liar who did a lot of damage to the people of this country, as well as a petty tyrant to employees of the FBI.

No he was a racist and cross dresser and lead countless cases against citzens who were innocent because 70 percent of the cases he suggested turned out to be " misleading "

No, he was a fascist who tried to suspend Habeus Corpus.
