John, It really depends on what you are going to be doing while you live there and what climate that you like. Cedar City in the south or Logan in the north are both inexpensive and quite nice. St. George in the south is very nice but the out of state folks have figured it out and Real Estate prices are soaring. There are lots of little town on the outskirts of the Salt Lake area that are nice but as with most places in the US, There are very few that are considered inexpensive anymore.

it's definately Ogden, however that affordable housing comes at a price, it's a city that is facing urban decay, gangs, drugs, and other violent crimes, but if you can get past that, the houses are dirt cheap...
