Muratic acid might work, but I hate that stuff, and it might not work with the type of paint that is on your cement. It is NOT made for this and will most likely end up damaging your surface instead.

I'd get paint stripper and a heavy duty wire brush. Then elbow grease!

what kind of paint from a spray can or an airless sprayer different paints react differently to different solvents latex you can use alcohol or oil you can use lacquer thinner the do make a graffiti remover and sell it at some of the hardware stores
