i have a notice saying , " windows explorer is currently running with add-ons disabled " should i enable it

yes...these add-ons or plugins are for media

Windows add ons are things like Active X control. You don't have to enable it, but certain websites require and Active X control to DL things from their site.

If you are talking about the toolbar, you have the options to pick and choose what buttons you desire.

You have to be concerned about files you download that have what is know as "plug in". (Plugs into your IE). Some are safe and some or not, or cause you problems.

add ons are tool bars for your internet browser, such as yahoo, msn, dealio, your better off without them most of them hijack your browser with advert pop ups (adware or spyware)

its up to you and safe to do so..they give you other options i.e new available programs or icons in your toolbar etc..its all about preference

if its not broke dont fix it!!!!
