If you can afford to pay for all the equipment, advertising, insurance (there is a bit of liability if you happen to break their tank somehow or kill their fish, especially saltwater), and then, hiring employees. Unless you have a good, cheap way to do all that, and still ensure quality, I wouldn't even bother; you'd just be throwing money away. If you've got money to spend and want to do this as more of a "hobby", go for it! You've got nothing (but money) to lose!

Actually it sounds like a good niche business. At first it'd be tough sledding, like all start-ups. Be precise as to how you go about it. Keep record of expenditures and income (IRS likes that). Run it as a Schedule C single proprietor (don't apply for a tax number, use your social security number it will save you LOTS OF PAPERWORK HEADACHES). Have all the equipment you need, and make it good equipment. Your appearance should be neat. Don't leave a mess. When you leave, the tank should be clean and the surrounding area like you've never been there. GOOD LUCK!

Most people clean their own tanks, it just comes with the hobby. People who keep fish, but are too lazy to clean the tanks probably won't want to pay you to clean, either. They view fish as cheap, disposable, and not needing care.
