Well he's not old enough yet, doesnt he have to be 17 or have they changed that??
When he gets his car, I was going to suggest a leather steering wheel cover, because that can also go some way to letting him know that you care whether he has warm hands or not too. Driving gloves are a no no because in my opinion they are dangerous, they are like rubber gloves are for washing up, you lose the 'feel' of them, and that could be dangerous to a driver.
At his age, you could get him one of those fancy remote cars maybe.
Or a driving sklills game for a pc so that he can learn all the hazards for when he's on his test, and those programmes for that apparently work really well with learners cos they teach them because they are in the driving seat thru the game...
Or the pc cdrom for the theory test, or the books for it... or a set of five or six driving lessons if you fancy putting it together with the next five years birthday money, perhaps your ma and pa are also looking what to get him you could come up with that excellent selection...

You didn't mention, what sort of budget you are working with. Assuming you have at least $20.00, this is possible.
There are cups that plug into the lighter and keep the contents hot. They cost about $10 or less. If you have money left put some pkgs of tea, coffee, cocoa, juice in the cup,add a small bottle of water, wrap it all up , he'll like that.

Some Fuzzy dice to hang from the review mirror and a cool steering wheel cover. Or even some floor mats that have the type of car he drives printed on them.

Steering wheel cover. And furry pink seat covers as a joke. I am thinking about giving my sis an extension cord for christmas as a joke. Just maybe he will use it.

get your brother a model car of what he wants to get when he is older . or you can get him somthing nice for inside the car he wants t get like a steering wheel or a gear nob or some racing mats or a taco or a ferrari!!

Get him a box of condoms that are wrapped up in wrapping paper and tie with a bow. Set it in the backseat of the car. Leave no note or card with it. Just a wrapped up box of condoms. You're Christmas gift to him will be the gift of confusion.

Get him a cd holder that sticks to the sun visor. That way he can put all his cds in his car. Or how about a nice key chain for him to put his keys on?
