I think it is Govt. spending that is usually a last minute addition to appropriation bills and projects that are intended primarily to benefit particular constituents of campaign contributors. If I'm wrong please straighten me out!

Yup, pay back time. When lobbyist contribute sometimes they get paid back when money is set aside on a bill that has NOTHING to do with the bill in question. Last time McCain ran this was one of his many claims to fame. This time around he has been more low key about it but still brings it up from time to time.
Last time when McCain shocked the political world much as he is now, millions in lobbyist dollars were spent to defeat him after winning New Hampshire. The smear campaign against him was false but the damage was done and he lost Ohio. A crucial state for him. God Bless.

The best example is what democrat congress did to Veterans Affairs on monday. Our democrat congress took the needed additional $3.7 billion in funding away from the VA’s 2008 proposed budget, and replaced it with their own personal PORK. It now sits alone and requires a separate signature from President Bush as $3.7 billion in “emergency funding” for Veterans Affairs. It seems congress even forgot to declare the “emergency” or request emergency funding.

I just can’t understand how a VSO could back the democrats for so many years. Veterans Affairs is bi-partisan, it takes both sides to vote no in a bi-partisan issue.


And while most are expecting the VA to remain grossly under funded, I believe that with President Bush's intelligent fiscal responsibility, he understands how our nation does not need more research on family dysfunction, crime, homelessness or suicide. Modern society as a whole cannot handle this capacity of veterans repeating the years following Nam. This necessary $3.7 billion emergency funding for the VA is cost effective insurance for our children’s future.

You've got it right. It's money belonging to all the people that is doled out to special home town folks whose loyalty will benefit the legislator.
