The testicles aren't wrinkly, it is the scrotum.
The reason is that the scrotum is a complex heat regulation device that expands and contracts considerably to maintain a delicate body temp of the testes so that sperm can develope. It is like an accordion.

Sperm are supposed to be maintained at a temperature that is lower than the normal body temperature. The extra wrinkly skin around the testicles is so they can be moved closer to or farther from the male's body depending on the surrounding temp. The move closer to the body when its cold and farther away when its hot. This helps to keep the testicles and sperm at the proper temperature.

Same reason the labia is wrinkley they are made that way. also the scrotum is a tempreture controlled sack for the nuts the warmer it gets the lower they hang the smoother and thinner the skin gets the colder it is the more wrinkly they get and the thicker the skin gets to keep the nuts warm next to the body

yes this is normal, Usually the sack that holds the testicles are most wrinkly when they are exposed to the cold. When they get too cold they are pulled in closer to the body and cause the scrotum to shrivel up to stay warm. It is only less wrinkly when they arent cold

Motor car manuals are too formulaic. I'd change the oil - according to their specifications. But I'd do it at one half of their suggested mileage. Only costs you a few dollars, and can't do anything but good.
