Click Start>Control Panel>Add remove programs. Select Norton and click Uninstall.

the completely uninstall norton you need to use the norton removal tool, not the add/delete programs! You can find the tool here http://www.softpedia.com/get/Tweak/Uninstallers/Norton-Removal-Tool.shtml
you will also need to install and antivirus when you get norton off... try Avast! http://www.avast.com and get the home edition. It should not block your server like norton does!

shut down norton in the task bar bottom right, with a right click for the drop down menu and left click close or exit what ever and then uninstall.
Cant understand, what are you uninstalling?
