The key is 'treats up to 20 gals' so this means it will safely treat any amount of gas up to 20 gals. If it were potentially harmful to use it in a lesser amount of gas it would say so on the bottle. The only thing is that you wasted about 1/3 of the cleaner. Why did you add the cleaner before you filled up? That is totally opposite of how you should use it. You added it to a near empty gas tank instead of a tankful. If you would have gassed up your car first you could have added only 2/3 of the bottle thus saving the other 1/3 for a half tank at a later date.

Sure,. double strength is fine. don't go much more than that, for the solvent is a bit hard on seals. It is probably best to be running it, and not leaving the stuff in for months and months, though I have never read a warning against it.

Yes, 13 gallons would be included in "up to 20."

"Up to..." not exactly, think of it as "no more than 20."

Yea, it won't hurt it. You could run the car on that stuff. It is just a petroleum based product with added detergent.

it's basically a mix of jet fuel and additives you're fine

That's where the words "up to" come in
