Wow- a lot of interesting, but not quite accurate answers.
Turtles can make a variety of noises. Some are involuntary- hissing when they retract, burps, grunts when laying eggs, etc.
They often make noises when courting and mating- clucks, grunts, chirps, etc. Many are quite unique and do not really sound like any other animal.
Some turtles, especially Gopher Tortoises, are documented to make sub-sonic noises that other Gophers respond to. The frequencies they use are interesting- it travels through dirt and water well, and are similar to frequencies used by crocs. It is thought that many other species may communicate this way as well.
Some baby turtles make noises in the shell, and for a while after- usually a sort of chirping. It is unknown why- the mothers do not seem to ever respond to it.
Turtles are also MOSTLY deaf and rarely respond to noise- usually vibrations, although they do respond to noises other turtles make during mating.
Since turtles are not social animals, and none of their predators make much noise, there is not a big reason for turtles to hear, and if they do not listen, there is also no big reason for much in the way of making sounds.

Maybe there are exceptions, but most turtles are pretty mute. The "hiss" that people are familiar with isn't even really a noise that a turtle is trying to make - not the way a cat hisses on purpose. The hiss sound is caused when a turtle is startled and pulls its neck and head inside its shell abruptly, forcing air rapidly out of the lungs in the process. At least that's true of box turtles, painteds, and sliders.

We have 3 Calcutta Turtles and yes they make noise. They hiss if frightened. They burp very loudly. They also toot from the other end with great noise. When they are mating, they make the loudest grunting noise you can imagine! Otherwise, they are very quiet.
