It's not hindsight to those of us who bothered to check up on him when he was running the first time.
Those of us with half a brain knew he was a spoiled little rich kid, alchoholic, junkie who's mommy and daddy bailed him out of everything.
We knew what he did to the state of Texas by being governor....and knew he was unskilled and unqualified.
Unfortunately, too many people sat on their butts and didn't vote...so the nutcases and screwballs got him elected...sort of....
A person who would be President must be well educated, have some experience in the international scene, have AMERICA and her citizens foremost in his/her mind. Must listen to the will of the people - not just a close cadre of friends.... That person would truly uphold the Constitution - as they are sworn to do by oath - and not try to bypass it.
That person would know that war is ALWAYS the last resort. That person would have negotiating skills and experience - and be a confirmed diplomat. That person would have to know that you MUST appoint qualified people to government positions....not just pick your nutcase friends.....
The President would know that religion doesn't matter outside your church and your home....and would know that we are a nation of immigrants - none better than anyone else.
That President would know what "E Pluribus Unum" means and what it stands for.
As for Bush and Co? He is the worst President we have ever had - and probably the worst we will ever have...and his cabinet and appointees are the most incompetent, self-serving liars in our history.

Must be a natural born citizen of the US.
Must be 35 years old prior to the date of the election.
Must have been a resident in the US for 14 years prior to the election.
There are no other required qualifications to be President.
Had President Bush not been qualified, he would not have been allowed to file to run.

To really answer your question one needs to first identify what are the qualifications for the office. If some include, being dimwitted, uninformed, bull headed, more interested in personal gain than the best interests of your country, draft dodger, proud, vain, lying, absolutely no leadership skills, inability to hire an effective team of assistants, No domestic policy, no foreign policy, and can operate a chain saw...G.W. Bush is qualified.

In retrospect, I think he was the one least unqualified to be President. He did little constructive, but the other candidates were openly dedicated to destroying the country with socialism and socialistic controls on everything. They were all dyed-in-the-wool lawyers or hairbrained activists with one agenda only.
The country is in trouble due to Bush's lack of control, but his ineptitude kept the worst from happening. In my opinion. He can't even blow it effectively!
Had we not had to elect Cheney with him, we might have come out well, even. But his advisers manipulated him in office and caused the real problems.
Remember, Gore has several mansions that until really recently were not even close to being energy efficient or Green or any of the good buzzwords, while George Bush's single home is modest, and very ecologically sound! Snopes says so, not me.
A President needs to be honest and upright morally, needs to be a good administrator, needs to know American History thoroughly and believe in it. He needs to be like our pioneer forefathers, in being sure one is right and THEN going ahead. He needs to be unflinchingly honest like Lincoln, and to work for the good of the nation as a whole, not considering even ANY pressure groups.
So he needs to know science, economics, and history well, and NOT be politically minded, but be able to resist pressure and do what is right even in the face of pressure to cave. He ought to know the lessons of past History on what is good and bad and fatal for a nation..
He also needs to be like the old ad for Hastings Piston Rings...Tough, but oh so gentle!
And I think it is a big plus if he cares enough to take an hour out a week and talk to the US people about what is going on, maybe read a letter or two his office has received to show how he is working for the people, and indicate what the plans for the future are. "Fireside Chats"
I'd like a President like that!

I didn't think that he was qualified to be president back when he was elected - I didn't vote for him either time.
Qualifications of a President: one that does what is best for this nation and its citizens. If Bush had, then things wouldn't be so bleak. Also someone that is honest is a winner in my book.

He isn't qualified to be a dog catcher or street sweeper! But because of all of the death he's caused he may be qualified to be a mortician or grave digger! You have to understand human rights, and what the true meaning of the law, to be a good president! That damn fool fails to understand what it means to be an American,and what it even means to be a human being!

Good intelligence and judgement makes one qualified. Bush is not a smart man, even his fans admit. That left him liable to be manipulated by Dick Cheney, the real power behind the scenes. I wish the so-called "liberal Media" instead of nitpicking Al Gore to death in 2000, had focused on:
-- Bush's arrest record (3x)
-- His failure to fulfil his National Guard commitment.
-- His Insider Trading
Maybe we might have been spared this disaster.
