Maybe.
Depends on your state's laws and your city's ordinances.

I think they're BSing you about the fine.
Usually, the police will ask you to quiet it down the first time.
But, if this were the 2nd or third complaint of the evening, then, the fine is quite possible.

Probably... Tell your cousin to have a liitle consideration for their neighbours. Second-Hand music and party sounds can be extremely annoying. You can still have fun if you turn down the volume a little.

No, but if the police, once they were there saw minors being served booze, then those fines add up fast.
I'd guess they were CAUGHT because they were too noisy, but the amount of fines were from other things.

If that's what the ticket says, he will have to pay it.
Almost all cities and towns have "noise abatement" laws. Basically, the law it to keep others (like your cousin) from annoying the neighbors.
Good for your town for enforcing the law!!!

If they were issued as summons/citation, they will have to go to court and plead their case to the judge. They can throw themselves at the mercy of the court if it is the first offense and you can probably end up paying less of a fine.
If you didn't receive a summons/citation, I would not worry about it.

is that what the ticket and the law says? Then I guess its true.
You don't "have" to pay. You can have a trial. Then you pay.
