If its dressy a short cocktail dress with some glittery accessories always looks good. Dont know what type of hair you have but an updo with dangling earings would be good.

I don't know what's in your closet, but red and other bright colors tend to be good choices for New Years.
What is your hair like? Long, short, thick, thin, curly, straight? All of these factors will affect how your hair will look in different styles. If you've got long hair (and curly, even better), this style usually looks nice for a semi-formal event:
1. Grab two pieces of hair from the front of your scalp, near your face. Bring them back and loosely tie them together with an elastic band.

it depends on how hot/cold it is going to be
i would say your best bet would be with a knee-length party dress and if it is going to be cold maybe a shrug or something like that. You can look at places like Wet Seal, Forever 21, Sears, Khols, etc. same with the shoes, but try not to get any that are hard to walk in.
As for the hair it depends on how long your hair is, but you could straighten it and leave it down, or pull it up into a sleek ponytail or bun

A nice cocktail dress would be a killer for a New Years Eve party. Metallics are also in. You could try White House/Black Market or Topshop or maybe even Saks, if you're willing to take this to the bank.
