It allows your computer to connect to the internet. It can be a wireless adapter that allows you to connect via wifi connection or an Ethernet adapter that allows you to plug into a router or cable/dsl connection.
The adapter works with software (like winsock) on your computer to transmit and translate TCP/IP packets (most internet traffic) and allows your computer to talk to other computers.
