No, I wouldn't. If you add in the costs of the lawyer, court fees, and not to mention the time, you would probably lose money.

Yes. You could sue in Small Claims court over any small amount. Many people who do that are just mad at the person they are suing and don't mind wasting their own time just to be able to waste the other person's time.
I guess I would sue over some small amount if I was not getting any satisfaction in an ongoing dispute. Just the threat of it is often enough to get the argument settled.

depends on what the issue is...for an amount under say $500, it will cost you money to file and then you have to hire a process server and attempt to collect the debt.
if you need to sue someone in small claims court, go to your local court and ask for the details of how you sue someone

YES depending on the principal of the matter. If someone borrowed say $300, and promised you for over a year that they would pay you back and never did, but kept spending money like nothing was wrong, wouldnt you want your money back?

I wouldn't sue anyone. We all make mistakes, and I would want others to forgive me and not sue me. Wouldn't it be nice?

$100 maybe but not less. by the time you pay court costs and your time and travel, it isn't worth your time. good luck.
