Try and scrape or snip the hardened varnish off without cutting the pile too much, then soak in nail polish remover and keep blotting once its soaked in, keep doing this and you should remove it, Then just shampoo the area of carpet
It depends what colour of carpet it;s on as to how the end result will look

Most solvents are likely to remove the color as well, if the carpet is or contains nylon, or wool.
If you know for certain that it may be 100% polypropelene, you can use stronger solvents, but do not soak it. The latex in the backing may disintigrate.
Most nylons are "piece dyed", like a radish, color only on the surface.
Polypropelenes are "solution dyed", like a carrot, color all the way through.
In any event, do not "Rub" the pile. It will fray the tips, which are heat set.. BLOT ONLY!
Then clean with mild detergent and cold water. Dish soap, even shampoo will suffice, as long as no soap residue remains to attract dirt. Or carpet cleaners.
