A mercenary is one who hires himself out to engage in combat for pay. Haliburton and Blackwater, I would suggest, are not in it for their patriotism. Government spokesmen refer to them as "contractors" because they have close business and personal ties to these companies. All such paid soldiers are, indeed, "contractors." It's just that the word "mercenary" carries a perjorative connotation that we'd rather reserve for our enemies' contractors.

Blackwater are not mercenaries. They will not work for the highest bidder. True mercenaries will work for whoever pays the most. Blackwater will only work for Western/U.S./British interests. They are under contract to the US Government. Blackwater would not offer to work for Al-Quaida if they offered more money.

Halliburton, among other things, is one of THE largest oil well servicing companies in the world. They have drilling rigs and crews working all over the world. They have been in the oil well servicing business for over 50 years. Their trucks and rigs are a common sight in the West Texas oil fields.
