My GPA is hella low 2.87 ( maybe transferable higher 3.0 but not sure)
major: computer engineering
Im transfer student from out of state.

The UC school may be hard for you to get into. UCR is more likely than UC-Davis.

None of the CSU schools are very selective -- or very good. They aren't worth the cost of out-of-state tuition.

UCR is pretty easy to get into (I hear; I had a friend with a GPA like yours and she got in). Same with CSUN, I currently go there and I had the same GPA you do. The good thing about the Cal State colleges is that you don't need to talk about extracurricular crap, they just care about the grades. UC Davis is harder to get into. You would need to have good extra curricular activities and outside test scores (SAT, AP, etc) to get in. Not sure aobut UCSC or Pomona.

CSU's can have a good reputation for certain programs. For computer engineering, Cal Poly San Luis Obispo would be the best out of the CSU's; but it would be highly unlikely for you to be accepted because of your GPA. CSUN has a decent engineering program, ranked at 39th among the best undergraduate engineering programs (according to US News 2005); you might have a good chance getting in to this school. However, because you would be paying out of state tuition, I agree with Ranto and check out UCR. I'm not so sure how well their engineering program is, but the school itself was ranked 96th among national universities and 45th among public institutions (US News 2008).
