would the selenoid sparking and smoking cause the computer(or brain) to burn out, causing power to not get to the fuel relays?

yes, bad relays and solenoids can cause serious electrical problems with the ECM in the car. It can also blow fuses not directly related to it. Be sure to check your ECM fuses, and fusible links, and the fuel pump relay, and the fuel pump fuse, before you start spending big money replacing the ECM.

Some auto manufacturers also have an ECM relay, that too may have burned out from the other malfunctioning parts.

Solenoid sparking? No power to the fuel pump relay would be fuses. A car that won't start only powers the fuel pump while cranking the motor over. It will cut power to the relay if the motor doesn't start. You need a mechanic, not internet guessing. Looks like another person about to throw hundreds of dollars at their car with no clue!

yes it could . also check the fuel shut off that could be in the trunk . or under the dash , seeing you didn't specify what you drive
