Yes- I have a friend that cant remember any thing she did wrong as a teen.

Sometimes people haven't done a lot of the wrongs others have, and they have a clear conscience.
People get mad at people like that because they wish they had a clean conscience.

It could be a sign that one is a sociopath.
I can't imagine anyone having a totally clear conscience. Surely at some point in your life you wronged somebody somehow even if only inadvertently and wish you hadn't?
