Not quite but they are pretty much the same thing.
Empathy is the tendency to feel others emotions. E.g. feeling for people when they are in pain. Of course to truly feel what they feel you need understand what they feel. This takes either great imagination or having experienced the same situation yourself.
Emotional IQ is a slightly broader concept but is pretty much related to ones ability to sympathize or empathize with others.

Emotional intelligence is the awareness of the tendency for certain emotions to develop due to events encountered whereas empathy is imaginatively projecting your self into the world of another and making an attempt at feeling what they are feeling given their circumstances.
