Empathy is one's ability to recognize, perceive and feel directly the emotion of another. Since the states of mind, beliefs, and desires of others are intertwined with their emotions, one with empathy for another may often be able to more effectively define another's mode of thought and mood. Empathy is often characterized as the ability to "put oneself into another's shoes", or to in some way experience the outlook or emotions of another being within oneself, a sort of emotional resonance
Emotional Intelligence (EI), often measured as an Emotional Intelligence Quotient (EQ), describes an ability, capacity, or skill to perceive, assess, and manage the emotions of one's self, of others, and of groups. As a relatively new area of psychological research, the definition of EI is constantly changing.

No, but it is an aspect of emotional intelligence (EI).
EI is a complex ability which involves the abilities to perceive, understand, and manage your own emotions, other's emotions, and the emotions of groups.
Google "emotional intelligence Wikipedia" for a more complete discussion.
It is the ability to not only identify the emotions of yourself and others, but to know how to deal with those emotions effectively in order to achieve goals.
E.g., a psychotherapist needs to be able to "read" the words, facial expressions, and body language of a client or patient, and know how to help the person become more self-aware and capable of handling or resolving their troubling emotions.

No, what's wrong with your Internet? Out of all the resource the Internet provides, this is where you chose to ask. How sad and disturbing.
No such thing as emotional intelligence. In fact intelligence and emotions aren't even coming from the same source.
