I would address the U.S. economy.
The first thing I would do is to give every employer in the U.S.
30 days to fire any illegal alien they have working for them,if they don't fire them,they will lose their business,and all of their assets would be seized,and auctioned.Then you don't need to deport the illegals,they will leave on their own.You also don't need to spend money on a fence,if there is no way for illegals to earn a living in the U.S.Also tax revenue would increase as more citizens fill the jobs the illegals vacate,and spending will decrease as the government begins to stop subsidizing the illegal actions of the employers and aliens.
Next I would put a stop to "earmarking" and route out the corruption in the federal budget,then I would cut the pay of every politician nationwide including myself,and make it illegal for soft money to enter the political equation(the government is supposed to be about serving the public not spending their money on themselves).Then tax increases would be unlikely.And hopefully the housing market would begin to turn,But no government bailout,only protections by issuing ethical rules to stamp out the predatory capitalist practices of the mortgage industry.
By doing the above things and seeing the effect on the Health care system then I would address this,by privatizing Social Security,and giving the people more control of how their money is invested.Also i would require a national health care plan as an option,which would force the private sector to compete against it.This national health care plan would be acceptted at any health provider by law,thereby forcing a market economy,cost lowering aspect in the health care profession.
I would repeal the Patriot Act,and recall troops from Somalia,and Kosovo.However I would not recall troops from Iraq or Afganistan until those nations or able to defend themselves.
I would,work to become energy independent,by brokering a deal with U.S. automakers to buy all non-emergency government vehicles only if they are hydrogen,are electric powered,this should jumpstart the infrastructure building.
I would partner with the American worker,and create jobs by providing funding for the construction of a space elevator,and space based power plants,manufacturing colonies and farms.and push the nation in creating a commercial space race.I would work to ban all nuclear power and provide funds for research and constuction of solar/desalinaztion plants which also generate electricity.And that would be just a start.

J. Withdrawing our troops from Kosovo
K. Increase taxes [It is possible that this might be neccessary]
L. Securing our border [it will not be possible to fully "secure" our borders]
M. Immigration and illegal immigrants [it will not be possible to send 12 million illegals back home]

I'm not president, but I'll give my opinion.
A. Citizens health care...increasing the value of the dollar will give average American more purchasing power...tort reforms will help lower the cost of health care...increasing the financial stability of the middle class so they can buy their own insurance.
B. Immigration...start a guest worker program. Issue work permits like driver's licenses for an annual fee. Why not start making money off of them rather than spending money keeping them out.
C. National debt...pay it down.
D. Terrorist activities...this has to be dealt with in the international community. Perhaps and international police force licensed to operate in all countries to catch the leaders.
E. Increase taxes...no way. We are already taxed too much.
F. Withdrawing from Iraq...absolutely... Iraq is a dead horse. It's time to get out. Iraq was in unsavory hands before we invaded. If it falls back into unsavory hands if we leave, so what.
G. Afghanistan...permanent troops stationed.
H & I... no opinion at this time
J. Housing market...regulate lenders to insure home loans can be paid back.
K Securing borders...I don't like the idea of living in a castle.
L. US economy...it will take care of itself if deficit spending is controlled.

Things dont work as you say, you have to work on all these things at once, but this would be my priority list
F) Out of Iraq
B) K) Immigration, Secure border
L) economy..cancel NAFTA..stop outsourcign
E) Put taxes back to how they were before Bush
F) Health Care
D) Terrorism...and also stop warrantless surveillance on innocent citizens, reading emails without cause etc...stop torture and waterboarding, etcc...
C) National Debt
G) H) I) Withdraw from other countries where presence not warranted
J) Housing market---let it take care of itself--no bailout for lenders (but my other policies would ease burden on americans by creating jobs and reducing cost of health care etc)
-End subsidies to big oil
-Create a project that systematically will convert every car driven on american road away from using gasoline by the year 2025. The first target would be to require automakers to have average fuel efficiency of 40 miles per gallon per consumer car driven by the year 2010 for every new car sold. The next target is to ban the use of gasoline progressively by the year 2025, but doing it so that by the year 2020, at least half of cars on road must not use gasoline at all.
-I would help iran create a nuclear reactor for peaceful use
-I would make sure a Palestinian state is created by the year 2009.
