CA's are private practitioners, professionals, and not gazetted officers! Gazetted officers are govt. officers and officers in the judiciary, and in certain statutory appointments, empowered as such to attest and certify some categories of legal documents for purposes specified!

no... they are not...
officers of state and central government... approved and confirmed by PSC and UPSC, respectively, are only gazetted officers...
